A Chrome extension that captures arbitrary elements in an HTML page

is there anything like CCapture.js that can capture arbitrary 
elements in an html page (not just canvas), at a fixed 
framerate (even if rendering is slower than real time), 
outputting a PNG per frame? Maybe it would need to be a chrome 
extension

IDEA: Browser plugin that, when you hover over a siivagunner 
rip, pings the siivagunner fandom wiki and tells you the joke
